Port Posh Wash is a successful, family-owned and operated car wash in the Alberni Valley since 2014. It is a clean, well-lit facility offering a wide range of services to fit all your car washing needs. Port Posh Wash features: two automatic washes (touchless and soft touch) and 8 fully loaded self-serve bays with high pressure, hot water, high quality soaps, marine flush, vacuums and carpet shampooers. With an average rating of 4.6 out of 5 stars on Google and several awards including: Vancouver Island Real Estate Board Award of Merit 2015, Alberni Valley Chamber of Commerce Excellence Awards Green Award 2017, & Alberni Valley News Readers Choice Awards Best Car Wash 2017 & 2018, Port Posh Wash is well liked within the community. Overview
The Posh Wash family is looking to expand into Parksville with a current proposed location of 423 Alberni Highway, near the corner of Despard and Alberni Highway. The proposed lot is located next to the Oceanside Heath Center and Trilliam Lodge. We want to work respectfully with existing and future businesses and therefore have plans in place to limit sound and exposure for minimal impact. Future development in the area also currently includes the site of Quality Foods, a strip mall, apartments, condominiums and mixed-use commercial lots on 2 opposing corners. Parksville Posh Wash would be an asset to the neighbourhood and provide a top quality service that is environmentally-friendly and conveniently-located with little to no traffic impact. To facilitate this would require re-zoning, an official community plan amendment, road closure, development permit and a building permit. Along with the Posh Wash we will bring amenities, extended services and contributions to the community.
State of the Art Facility Focusing on Environmental Impact
Parksville Posh Wash firmly believes in offering the best possible service with features to accommodate everyone. Some key features include: soaps specific to local weather/road conditions, a water reclaim system capable of reusing up to 85% of waste water, all solids and contaminates will be captured by a series of filtration tanks and responsibly disposed of, high pressure & low volume pumps that increase efficiency by reducing the time needed to rinse or wash using a fraction of the volume of water of a typical garden hose, commercial soaps and products which are held to a higher environmental standard than store-bought products from retailers, LED lights throughout on automatic dimmers and switches to reduce power usage, high-efficiency natural gas boilers for building heat and warm wash water increases efficiency. Parksville Posh Wash will be a clean, bright facility that offers high-efficiency services while helping to protect local rivers, streams, lakes and ocean from common contaminates. Common contaminants include: grease, oils, heavy metals, and detergents that make their way into storm drains while driveway washing.
Update
On December 2, 2019, Parksville Posh Wash was presented in front of Parksville City Council. Unfortunately due to noise and quiet-time concerns, traffic increase concerns, and concerns about the aesthetic of the facility at the entrance of town, we were unable to secure their confidence at that time to continue facilitating a car wash at 423 Alberni Hwy. Despite the initial rejection of our application we feel we could be a very successful business in Parksville and are willing to work with the community and City of Parksville to create a needed service that fits the community.
Security
Historically, car washes have been known to be a cash-only businesses which make them a target for theft-related crimes. Parksville Posh Wash will have 18 or more security cameras on site, including high definition cameras to cover large areas of the site, as well as small pin-hole cameras in key locations such as vending areas and automatic tellers. Paired with a well-lit area and a proper alarm system featuring metallic shock sensors, door sensors and motion detection, it doesn't take long for word to get out that crime is not tolerated at this business. However, with all these precautions in place - less people carry cash and payment has moved towards interac and credit cards. Thus, significantly reducing cash on hand, further reducing targeted crime.
Water Run Off and Slippery Conditions
With experience building and operating car washes in Alberta and Saskatchewan, freezing conditions are nothing new for us. The entire footprint of the building and perimeter drip pad is spec'd with in-floor ice melt. The driveways, exits and crosswalks /pathways are salted and maintained accordingly on an ongoing basis. Due to local climate conditions where it rains during the day and freezes at night there should be no change in road conditions near the car wash due to drippings or water runoff.
Noise and Quiet Times
With Trilliam Lodge and the Oceanside Health Center being in such close proximity, restricting noise and being respectful of quiet times has been part of our plan and design since day one. New technology and products help reduce noise from what is commonly the loudest part of a car wash, the blowers (dryers), at the end of an automatic wash. Proto-vest inc. is a company which sells innovative car wash dryers to help reduce noise impacts. We have worked with proto-vest before when installing car washes at new car dealerships in high profile locations such as the BMW Store on West 5th and Burrard in the heart of Vancouver, and the Audi Volkswagon dealership located on Boundry Rd. and the Lougheed Hwy. A Proto-vest blower with a silencing package is only 63 dBa at 50' away. See Figure 1 for reference on common noises.
Traffic ImpactOn April 29, 2019, we received a complete traffic assessment and impact report on nearby roadways and intersections from Jim Hemstock at Adept Transportation Solutions which stated the following, " In conclusion, the addition of the site-generated traffic in years 2020 and 2030 have little to no effect on the background conditions of the same years. All improvements identified for each intersection were required to accommodate the background traffic conditions and served to accommodate the site generated traffic as well. As other adjacent traffic increases around this site, the impact generated by this car wash will increasingly lose its significance.". Although the traffic impact of the Parksville Posh Wash will be minimal, through our research we discovered a need in the community and have decided to include in the community benefits package an upgrade to the Despard and Moilliet St. intersection as having better traffic flow will benefit the area as a whole. This includes widening and aligning Moilliet St., as well as, enhanced pedestrian access. Main entrance to town
The proposed location of Parksville Posh Wash is 423 Alberni Hwy, right at the entrance to Parksville. Parksville Posh Wash is still in the planning stages and can choose to have the facade fit in with Parksville's unique aesthetic. Currently, the concept drawings are specified with Octaform wall systems (colored or white PVC paneling) which is long-lasting and easily-maintained for a finished product that will look great for many years to come.
We plan to continue working with another local family business, Colyn's Landscaping, to implement a landscape plan which includes 3 Vine Maple trees, 55 Evergreen Huckleberry shrubs, 47 Salal shrubs and 120 Western Sword Ferns that fill the frontage with a variety of plants that are hearty, drought-resistant, will not crowd when they mature, and fits in with Vancouver Islands natural flora.

The values of these improvements are detailed in the attached construction cost estimates and are summarized as follows:
Frontage Works and Services $146,564.00
Extended Works & Services (Community Amenity) $14,388.00
A contribution of $1,250.00 to the Parksville Volunteer Fire Department
Annual tax revenue: $18,152.20
The Alberni Highway is an urban arterial road which is currently built to a rural arterial standards. To bring this road to the urban standard the City of Parksville is proposing that we fill in the existing ditch along the frontage (including storm sewer) and install curbs, gutters and sidewalk along the entire property frontage. The City of Parksville has included that these works be extended beyond the property frontage to connect to the works at the intersection as noted above.
Moilliet Street is a local road and should be built to the RC1 standard, in order to match the existing cross-section north of Despard. The City of Parksville has proposed we increase the width of Moilliet Street to line up with the northern leg of the intersection. Design must include review and installation of streetlights along with the curb and gutter and street trees shall be designed and constructed per 2018 Engineering Standards and Specification bylaw.
There are no objections to the proposed roads and streetscape works upgrades proposed or required.
